    ان التشابكات المتباينة تجعل تحديات المياه عملية معقدة تتطلب دراسة شاملة لجميع القضايا ذات العلاقة بما فيها كافة فئات المجتمع. وهناك حاجة ماسة إلى بذل جهود متضافرة لتحسين سبل عيش المجتمعات والأفراد وتعزيز القدرة على مواجهة مخاطر الإجهاد البيئي بما في ذلك تحسين إمدادات المياه والوصول إليها وحسن إدارتها… ويمكن تحقيق ذلك من خلال صياغة سياسات متكاملة وشمولية تلبي احتياجات جميع الفئات وتعترف بحقوقها الأساسية في توفير المياه والصرف الصحي بهدف بناء مجتمعات آمنة ومزدهرة، والحفاظ على سبل عيش صحية وعلى عزة وكرامة البشر جميعاً.

    في هذا السياق سوف ينظم المجلس العربي للمياه المنتدى العربي الخامس للمياه في أبو ظبي بدولة الإمارات العربية المتحدة الشقيقة خلال الفترة (7-9) ديسمبر 2020. ونتطلع إلى مشاركتكم في هذا الحدث الحيوي الهام لتبادل المعرفة والخبرات نحو تحقيق “الأمن المائي العربي من أجل السلام والتنمية المستدامة” والذي سيكون أيضاً معلماً مهماً لتحديد رؤية وأولويات المنطقة العربية فى هذه القضايا استعداداً للمشاركة فى المنتدى العالمي التاسع للمياه في داكار بالسنغال عام 2021.

    ويعد المنتدى العربي الخامس للمياه نتاجاً لأكثر من عام ونصف من تضافر الجهود والإعداد والتعاون مع أصحاب المصلحة من جميع أنحاء المنطقة العربية، بما في ذلك واضعى السياسات والمؤسسات المتخصصة متعددة الأطراف والأوساط الأكاديمية والمجتمع المدني والقطاع الخاص وغيرها. تحت شعار “الأمن المائي العربي من أجل السلام والتنمية المستدامة، يهدف المنتدى العربى الخامس للمياه إلى تناول ثلاثة محاور وأولويات رئيسية ألا وهى: الأمن المائي العربي؛ التعاون عبر الحدود؛ المياه من أجل التنمية المستدامة، بما في ذلك أكثر من 14 موضوعا مختلفاً، فضلاً عن تناول الوسائل والأدوات المتعلقة بكل محور. وقد تم اختيار كل محور وموضوع بعناية بالتعاون مع الشركاء الإقليميين وممثلي الحكومات والمنظمات غير الحكومية والشبكات المهنية والمجموعات الأكاديمية وذلك في إطار من الأهداف والغايات المشتركة لتحقيق العمل الجماعي والاستجابة الفورية التي من شأنها إحداث التغيير المنشود لتحقيق الأمن المائى والتنمية المستدامة. وسيتضمن المنتدى أيضاً مساراً موازياً يشمل حوالى سبع جلسات علمية

    وعلى مر السنين قد زاد عدد الأشخاص المشاركين في المنتدى من المجتمع الدولي والدول العربية. ويستقطب المنتدى اهتمام أكثر من 800 من المهنيين والمبدعين وصناع القرار من مختلف أنحاء الدول العربية والشركاء والمساهمين الدوليين فى تواصل تام لمناقشة تحديات المياه الوشيكة والحلول الفعالة لمعالجتها في المنطقة العربية. ومن خلال المشاركة في المنتدى العربي الخامس للمياه، سوف تتاح الفرصة للجميع للمساهمة في مجابهة التحديات الحالية لإدارة الموارد المائية وإمدادات المياه والصرف الصحي.

    وتتمثل الرسالة الرئيسية في هذه المرحلة في أهمية البحث عن مجتمع تعاوني متماسك يشمل جميع المكونات في نهج متكامل. وأكثر من أي وقت مضى فإن الحوار بين مختلف الجهات الفاعلة له أهمية كبرى لدراسة الحلول المبتكرة وتعبئة الإجراءات العامة والخاصة من أجل ضمان أمن واستدامة أفضل للمياه. ومن خلال الشعار العام للمنتدى ألا وهو “الأمن المائي العربي من أجل السلام والتنمية المستدامة،” فإن المنتدى العربي الخامس للمياه يعمل على تعزيز هذا الحوار وتشجيع التعاون وتبادل المعرفة والأفكار.

    فى هذا الإطار فإنه من دواعى سرورنا أن نرحب بجميع المشاركين في المنتدى في أبو ظبي، ونسعى جاهدين للحصول على تحقيق أفضل النتائج الممكنة. ونتطلع لمشاركتكم فى هذا الحدث لتبادل وجهات النظر والمساهمة في رفع مستوى المعيشة في المنطقة العربية.

    The 5th Arab Water Forum is a product of more than a year-and-a-half of collaborative effort and preparations with stakeholders from all the Arab region including policy-makers, multilateral specialized institutions, academia, civil society and the private sector, among others. Under the overarching Slogan “Arab Water Security for Peace and Sustainable Development”, the 5th AWF is intended to address three main priorities: Arab Water Security; Cooperation across Borders and Water for Sustainable Development including more than 14 different topics as well as cross cutting Means and Tools. Each priority and topic was carefully developed, in collaboration with regional partners, government representatives, NGOs, professional networks and academic groups into a common framework of goals and concrete targets. The Forum is expected to achieve collective action and positive response that will influence the desired change by bridging the science-policy interface. The Forum will also include a parallel track with about seven Scientific Sessions.

    Over the years, the number of people participating in the Forum has increased from both the international community and Arab countries. The Forum connects over 800+ water sector professionals, innovators and decision-makers from across 22 Arab Countries and partners as well as international collaborators, to discuss imminent water challenges and effective solutions to tackle them in the Arab region. By participating in the 5th Arab Water Forum, you will actively contribute to responding to the real-time challenges of water resources management, water supply and sanitation.

    The complexity of the water-related challenges can only be understood through proper consideration of all. Concerted efforts are highly needed to improve livelihoods of communities and individuals and reinforce resilience to environmental stress including improvement of water supply, access and governance.
    This can be achieved through tailored policy formulation that addresses the needs of all groups and recognizes their basic rights in water supply and sanitation aiming at building peaceful and prosperous societies, sustaining healthy livelihoods and maintaining the dignity of all human beings.

    Within this context, the Arab Water Council will be organizing its 5th Arab Water Forum in Abu Dhabi, UAE, in 2020. We look forward to your participation in this vital event to share knowledge and experience towards achieving “Arab Water Security for Peace and Sustainable Development”, which will also be an important milestone for reflecting on the Arab Region’s views in preparation for the 9th World Water Forum in 2021.

    The key message in this stage is about seeking a cooperative and cohesive society that includes all of the integrated components in a nexus approach. More than ever, the dialogue between different actors is required for investigating innovative solutions and for the mobilization of public and private actions in order to promote better water security and sustainability. With the overarching theme “Arab Water Security for Peace and Sustainable Development,” the 5th Arab Water Forum indeed proposes to foster this dialogue, and to promote cooperation and exchange of knowledge and insights.

    Rafael Pérez-Feito is currently International Operations Director in Aqualia, a global water company serving more than 23 million people in 21 countries.     Served as Minister of Water and Irrigation and Minister of Agriculture (2001-2005) and (2013-2018). Served as a member of the Jordan’s House of Representatives (2007-2010).

    Worked during the period 2005-2013 and 2017-2018 as an international consultant for major donors like, The World Bank, USAID, UNICEF, UNDP, etc. Currently he is the Chairman and Founder of the Middle East Water Forum (www.mewf.de) .

    Charafat Afailal, was the Minister in charge of water in the Moroccan government between 2013 and 2018 and is an expert on water and climate.

    She graduated in 1997 from the Mohammadia School of Engineers, in Morocco, beginning a career of more than two decades in the field of water. Her first experience as an engineer was in the Moroccan potable water office, where she contributed to the achievements of several major projects and programs of national importance.

    As Minister, Charafat Afailal launched many important reforms and made several landmark achievements that ensured water security in a difficult climatic context.

    Many achievements were concluded under her leadership, such as the elaboration of the Moroccan water policy 2015-2030, development and implementation of the drought management plans, establishment of a new mode of groundwater governance, development of re-use plans and others.

    Charafat Afailal also played an important role in the recognition of water as the sector most affected by climate change, which culminated in the organisation of the Water Action Day during Cop 22 by CCNUCC.
